Mumbai Police commissioner Ajay Bhardwaj announces the end of the “Mafia Raj” in the city, to try to bring peace to the city’s streets. However, a ruthless south Indian named Vijay Surya comes to the city, aspiring to be the most powerful Mafia Don there. Staying in Dharavi with his friend, he is introduced to a local politician Laalu, who is in trouble and offers him help. He recruits a portion of the gangsters and criminals living in Mumbai led by Naseer to work under him. Surya’s henchman Shakeel manages to kill a witness of Laalu’s crimes in the jail where he is kept in, winning Laalu’s friendship.

Shakti (Madhavan) is a young man from a village with no job but much ambition and dreams. As he sees his life pass him by, stuck in a rut in his hometown, he decides that he will try his fortunes elsewhere. Chennai beckons him and off goes Shakti to join his uncle Kirikalam (Vadivelu), who has a stall of magic tricks at an exhibition. Kirikalam is not really a magician, but is posing as one, and his amateurish tricks don’t exactly bring in big crowds.
Next door to Shakti and Kirikalam’s stall though, is one ever-populated with visitors. The reason: it’s an all-girls stand, with mermaid costumes as the theme. Velli (Reema Sen) is the ‘head mermaid’ at this stall run by her sister, and bitter quarrels between her and Shakti ensue, when he feels that she and her team are unfairly taking their customers away, and she has this impression of him being an unsavory character. This misunderstanding is seen at different occasions where Velli and Shakti just happen to be in the wrong place at the wrong time — be it when Shakti gets off the bus from his village, asks for directions and is told to follow Velli, walking in the distance (Velli thinks he’s a womaniser) or when Shakti finally catches up with a miscreant who had picked his pocket and demands his money back — only Velli walks into the scene only at the demanding part. This whole collage of scenes is animated, with Kirikalam and Shakti trying to woo customers back to their stall, Shakti and Velli getting into arguments, and a general state of “fun” ruckus. Of course, love has been brewing as an undercurrent between the two young people.

R. Parthiban plays a die hard fan of Rambha and a self-interest governed taxi driver whose name is never revealed throughout the movie. Meena plays Mahalakshimi, the daughter of a “zamindar” who has lost all his money due to financial troubles; his death leaves Mahalakshimi with a lot of debts (over two lakhs worth). Parthipan is the taxi driver that drives Meena’s dead father’s corpse back to her hometown. There, the people that Mahalakshimi is now indebted to by Anand Raj who torture Mahalakshimi with cruel words for being unable to pay the debt. Later Parthiban helps her out by giving his taxi in replace to Meena’s debt to save her at the point of time. But the twist in the movie is that Parthiban irritates Meena, though unwillingly, to get back his taxi as soon as possible. In the later part Meena will fall in love with Parthiban for his continuous help and support towards Meena. At that time Parthiban’s dream girl Actress Rambha comes for shooting in that palace, which makes Meena very angry and jealous as all his attention has been diverted to Rambha. At the end of shooting, Rambha tries to talk Parthiban and Meena and makes them realise their love for each other. But Meena never sees any sign of Parthiban loving her and thus accepts to marry the villain (Anand Raj’s) son to get back Parthiban’s taxi and settle her debt. Eventually, Parthiban realises his love for Meena and tries to stop the wedding as the groom is also a bad guy who cheated Manorama’s daughter. Finally the movie ends on a happy note with Meena getting back all her money and property and leading a happy life with Parthiban.

In a strange situation, Raju meets a man from the village and gets to know about their problem.
