A climber trapped on the face of a mountain fights off four killers stood on an overhanging ledge twenty feet above her.

Kaakki Sattai has Murali (Kamal Haasan), a young man who trains very hard to become a police officer. Uma (Ambika) is his neighbour and they fall in love with each other while Uma supports Murali to achieve his goal but he is rejected after the physical test due to not having influence or money.
Angered by the rejection, Murali turns into a local rowdy. He causes trouble in his district and comes to the attention of a notorious smuggler and murderer, Vicky (Sathyaraj) and his partner Anand (Rajeev). After initial conflict between the two, Vicky recruits rowdy Murali into his gang. Murali becomes his most trusted member. He grows intimate with a girl, Anita (Madhavi), who is looking for personal revenge against Anand.

Anbu (Vishal) is a happy-go-lucky engineering student who lives with his family in Pattukottai and has fun with his friends. One day, he gets into a fracas with a local politician (Dhandapani) and his comic henchmen while trying to save a friend, and is arrested and has a case registered against him. The local court gives him conditional bail, provided that he signs the register in a Trichy police station. On the way to the police station, he sees a girl on a terrace (Motta Madi) drying clothes and falls for her. It is love at first sight for Anbu as he becomes crazy about Malar (Priyamani), a college girl, which leads to some hilarious situations. The police station, where he has to sign daily, is manned by his uncle Kandasamy (Ashish Vidyarthi), a comic inspector whose ex-lover Kamala (Urvasi) is the constable at the station. Anbu kindles his uncle’s love life and makes merry at Malar’s college, leading to funny situations. Meanwhile, Trichy is run by a powerful politician Palani (Devaraj) and his brother Guna (Ajay), who have killed the local RDO in cold blood, watched by a huge crowd of onlookers. The brothers continue with their ‘dadagiri’ until they clash with Anbu. The reason is that while trying to save Malar from a situation with Palani, Anbu ends up getting the wrath of the brothers. Although Malar’s mother wants to move away from the city, Anbu and his aunt convince her to stay and make Anbu Malar’s protector. He accompanies her and protects her from danger. After seeing his care, Malar slowly falls for Anbu and sees his true love for her. Palani causes problems for Anbu, but Anbu overcomes them and gets Palani killed by Kandasamy. Malar graduates and marries Anbu, and the story ends.

Babu is a shepherd with a giant crook, a flourishing ponytail and a dog named Ramu. When criminals Balu and Johnny murder his parents, he swears upon his mother that he will have revenge. Babu trains under the local zamindar, and is revealed to be naturally skilled at marksmanship. After removing his ponytail, dressing himself like a cowboy, equipping himself with the zamindar’s guns and a horse, and with Ramu as his aide, he fulfils his promise.

However, a ruthless south Indian named Vijay Surya comes to the city, aspiring to be the most powerful Mafia Don there. Staying in Dharavi with his friend, he is introduced to a local politician Laalu, who is in trouble and offers him help. He recruits a portion of the gangsters and criminals living in Mumbai led by Naseer to work under him. Surya’s henchman Shakeel manages to kill a witness of Laalu’s crimes in the jail where he is kept in, winning Laalu’s friendship.
