After Chennai-based Shakhti Mathur gets into fisticuffs with goons, his mother, Kamini, decides to send him to her parents’ house in the country. The movie starts with Raghu (Jai) trying to kill his father for not taking good care of his family. That is when he comes to know that he owns an ancestral property in Kasi which was given as lease almost 100 years ago. At the same time, an IT raid takes place in a minister’s house. The minister hands the laptop having his property detail to his auditor, who demands 5 crores to hand over the laptop. In Kasi, Raghu’s ancestral property is taken care by Seenu (Jiiva), but he is unsuccessful. It is then showed that Seenu and Raghu had been cheated by Ganesh (Shiva). They move to Karaikudi to get hold of Ganesh and get back their money. Meanwhile, the minister starts his journey to get back the laptop. How Raghu and Seenu get back their money and how the minister gets back the laptop forms the rest of the story.

Santhosh is a call taxi driver in Chennai. Advocate Ashwini is a regular customer in his cab. Their friendship soon turns into love. Meanwhile, a gang of four members is involved in murdering cab drivers. One day Ashwini’s father wants to meet Santhosh. Since he had a trip to Pondy, he gives it to his friend and goes to meet her father.

He comes out with dead mother and an auto driver (Chandrasekar) helps with all he has to cremate the body and gives some money and asks him to go back to his own city. Shanmugham wanted to read and become a great man. But he gets caught with the corrupt police guys and was used for their jobs (which involved murder). So when he grows up, he becomes a big rowdy by the name of Thotta (bullet). The highly corrupt police officer DCP Murugavel (Sampath Kumar) also uses him for a lot of encounters for which he takes credit and gets promoted to commissioner level. In one incident where he is asked to put acid on a girl Nalina’s (Priyamani) face, he finds that girl to be the auto driver’s daughter itself in her house. He helps that family, which is in poverty, with lot of gifts and also loves her. Nalina’s aim is to become a police officer and she tells this to Shanmugham. As he has commissioner influence, he promises to get her the job. For this he kills a minister who is a big rival of the chief minister (Livingston) at the instance of Murugavel. But when Nalina goes to Murugavel for the job, the latter insists that she have sex with him. When Shanmugham finds out what happened, he and Murugavel part ways. Shanmugham has a friend Giri, who is also a rowdy, but gets him married to a nice girl Gauri (Mallika). She wants to separate him from this rowdy group and get settled, for which she tries not to send him for their encounters. After much thought, Shanmugham lets them go separately. But Murugavel kills Giri in an encounter. Prabhakar (Saranraj), a CBI officer, wants to get Shanmugham alive, whereas Murugavel wants him killed, otherwise he would be in deep trouble as he was the one who made Shanmugham a rowdy after all. Sridhar Vasudevan (R. Madhavan) is a middle-class family man employed in a bank. He is very idealistic, principled, and recognizes a deep sense of belonging with the society he is part of. He gets annoyed and flustered by illegal and semi-legal activities happening around him. His wife Vatsala (Sangeetha) persistently demands he should be more ‘flexible’ and make more money, but Sridhar does not accede. He endures the illegal and semi-legal activities around him because he anticipates a change in the mindsets of people. He feels that over time, they will become more honest, socially aware and willing to make small personal sacrifices for the greater good of all (like him).
Vatsala is a typical middle-class housewife and a caring mother of two children, Varsha and Varun. Societal imperfections and related problems matter very little to her. She is more concerned about her reactive husband, thinking about ways to save him from the effects of his angry outbursts and to steer him away from his impractical thoughts and deeds.
