Chandrakant ‘Chandu’ Nagre joins the world of crime in the Mumbai underworld. Gradually he learns the tricks of the trade and increases the gang’s earnings and profits. This leads to his affinity with Malik, the leader of the gang. Later, Malik and Chandu kill Saeed and his brother Anis in the rear seat of the car on a chilling rainy day. Thereafter Malik goes on a bloody rampage killing all his opponents to take the reins of underworld in his hands. His rival gang leader and colleague under Aslam’s umbrella Sharma, who was in a meeting with police inspector Rathod, is killed off. Inspector Rathod, who once tortured and abused Chandu in jail in early days, is killed at Malik’s permission. However both come at loggerheads during the execution of a contract killing. Chandu stops the deliberate vehicle crash and falls from Malik’s favor.

Thavasi aka Chinna Gounder (Vijayakanth) is the village landlord and is responsible maintaining law and order in the village. The movie starts with a scene showing how skilfully Chinna Gounder solves a case quickly and is appreciated by an advocate (Ra. Sankaran) seeing his swift decision making skills. Chinna Gounder lives with his mother Aatha (Manorama) and is the most respectable person in the village, known for his justice and loyalty. Rivalry exists between Chinna Gounder and his brother-in-law Sakkara Gounder (Salim Ghouse), who is accused of marrying Sundari (Sathyapriya) following Chinna Gounder’s sister’s death.
Sakkara Gounder plans to grab the local temple premises by forging false documents, but Chinna Gounder exposes the frauds committed, thereby preventing the temple premises from going into the hands of the baddies. Sakkara Gounder is angered and waits for an opportunity to knock out Chinna Gounder.

Senapathi (Prakash Raj), a God fearing boss of a crime family, is on a tour to a temple with his wife Lakshmi (Jayasudha). Despite being escorted by heavily armed men, assassins disguised as cops attempt taking down Sena and Lakshmi, but they evade the assault. His children are notified of this. He recruits a portion of the gangsters and criminals living in Mumbai led by Naseer to work under him. Surya’s henchman Shakeel manages to kill a witness of Laalu’s crimes in the jail where he is kept in, winning Laalu’s friendship.
