The State’s Chief Minister, after being questioned by a reporter, Pugazhendi, challenges him to accept the position for a day, and see for himself the challenges that face him. Pugazhendi accepts the challenge, and immediately sets about to tour the region, suspend and prosecute corrupt officials, arrest several politicians, including the Chief Minister himself, and makes swift and decisive changes that will go to assist the most vulnerable, much to the chagrin of people in power.. After the day is over, Pugazhendi will find his and his loved ones’ lives in danger as the state’s machinery, as well as goons, gather together to extract vengeance.

Thulasi (Thananya) comes to Muttam village along with her grandmother (Nagamma) after her parent’s desert her. She joins a government school in the village to pursue her studies. The story is set in a rural area around Madurai, in the village called Paruthiyur, which still practices caste segregation as a result of the controversial Criminal Tribes Act imposed by the British colonists, where members of impoverished communities are stereotyped as generational criminals.
Paruthiveeran (Karthi) is a country brash whose inter-caste parents were ostracized by the villagers since his higher caste father married his lower caste mother. After his parents’ death, Paruthiveeran was mostly raised by his doting paternal uncle Chevvaazhai (Saravanan) who pampers and accompanies him in every misbehavior to keep him happy. Having grown up among his mother’s people, he is often arrested for petty crimes. His one ambition in life is to gain enough notoriety to be on TV news and to be thrown into Madras Jail. He often bullies Paruthiyur villagers for money and fun.

Thiruchitrambalam lives with his father and his grandfather. He blames his father for the loss of his mother and sister and is not on good terms with his father. Meanwhile, his love life is not so successful.
